Dr. Meng-Hsiang (Ryan), Lin serves as the Associate Professor and Chair of the Department of Financial Technology Applications at Ming Chuan University's School of Financial Technology. His research expertise lies in Commercial and Financial Law, Financial Regulation, Financial Technology Law and Supervision, as well as Consumer and Financial Consumer Protection.
Dr. Lin has played a pivotal role in drafting key legislative and regulatory frameworks, including the "Indigenous Peoples Mutual Aid Fund Act Draft," the "Virtual Currency Exchange Self-Regulation Guidelines (SRG)," and the "Microfinance Recommendations for the Indigenous Peoples Council." He has been actively involved in legislative amendments for the Trust Law, Digital Insurance Companies Act, and Virtual Asset Service Provider Act, while spearheading initiatives such as Trust 2.0.
Beyond academia, Dr. Lin is deeply engaged in public service. He is a director of the Financial Ombudsman Institution, the Director and Chair Financial Officer of the Consumers' Foundation, Chinese Taipei. Additionally, he chairs the Financial Insurance Committee, serves as a Trust Advisor to the Credit Union League of the Republic of China, and is a distinguished lecturer for the Taiwan Academy of Banking and Finance’s 2025 Elite Lecture Series.
Dr. Lin is dedicated to advancing the interdisciplinary integration of financial technology and driving the development of regulatory frameworks to support innovation and effective governance in the sector.
